Determine whether the failures to provide notice of the Variance and Resolution were <br /> violations of Petitioner's right to due process of law. <br /> This petition is filed pursuant to Department's Rules of Practice and Procedure § 3-1, et <br /> seq., and Hawaii Revised Statutes ("HRS") 91-8.
