Oceanside filed its own Petition for Declaratory Ruling on February 27, <br /> 2024 that is not the subject of this appeal but it a related case. <br /> 18. Rule 3-1(a) of the Planning Department's Rules of Practice and Procedure <br /> ("PRPP") provides: "[o]n the petition of an interested person, the Director may issue a <br /> declaratory order as to the applicability of any statutory provision, ordinance, or of any <br /> rule or order of the Director or the Department." <br /> The Director's Declaratory Order <br /> 19. The Planning Director issued a Declaratory Order ("Declaratory Ruling") <br /> on Coupe's Petition on April 29, 2024. Dkt. 17, ROA at 0019-0032. <br /> 20. The Declaratory Order responded to Coupe's requests in its initial petition <br /> as follows: <br /> • Request 1: The Director declined to answer this request because it did not <br /> designate any specific provision, rule, or order of the Director or <br /> Department as is required under PRPP Rule 3-1(b)(3).
