proposed project. The subject property is not part of any established native <br /> forest area, neither does it have any significant or unique geological features. <br /> 3. Aquifers, Coastal Waters and Stormwaters <br /> The subject property is not proximate to potable wells in this area. <br /> Notwithstanding that factor, the proposed subdivision will utilize septic systems <br /> meeting with the approval of the State Department of Health. <br /> The subject property is also not subject to storm waters or coastal <br /> flooding nor the effects of sea level rise. Given the above, the goals and <br /> objectives of this element would be fulfilled. <br /> 4. Shoreline Area <br /> The Applicant has secured a certified shoreline survey of the subject <br /> property, and has conformed its proposed subdivision to the location of the <br /> certified shoreline, as well as providing a public pedestrian shoreline access to <br /> allow public access to coastal resources. <br /> The other theme is Managing Growth. For this, six (6) elements were identified. <br /> These elements and their relationship to the project follow. <br /> 1. Land Use Pattern <br /> Evaluating this request against the articulated goals and objectives of <br /> the Managing Growth theme, the request would be consistent with the <br /> following Goals of the PCDP: <br /> • Puna retains a rural character while it protects its native natural and <br /> cultural resources. <br /> • Reduces the exposure to high risk from natural hazard situations. <br /> 2. Agriculture and Economic Development <br /> The PCDP identifies the following: <br /> Goals <br /> • Increase opportunities for diversified agriculture <br /> • Preserve lands for agricultural use <br /> • Increase local market share of Puna agricultural products <br /> 14IPage <br />
