Pursuant to Rule 1 -16 C and D, the commission may reject the application
<br />when there is no new evidence to support the request or when the
<br />application does not conform to the requirements of Rule 1 -16. Upon
<br />acceptance of the application to amend a license or condition, the
<br />Commission shall fix a day for public hearing and may set forth the
<br />conditions of the notice and publication.
