The offices <br />4:30 p.m., <br />holidays. <br />Meetings <br />of the Board shall be open from 7:45 a.m. to <br />Monday through Friday, except for State <br />a. The Board shall hold its regular meeting on the second <br />Wednesday of each month in the meeting room of the <br />Hawaii County Council, unless a special meeting is <br />called and the chairman has.announced the time,. date, or <br />place of such special meeting prior to the adjournment <br />of a regular meeting; otherwise, a special meeting can <br />be called only as provided in Section 13 -20(c) of the <br />Charter. <br />b. The meetings of the Board shall be open to the public <br />except where personal matters affecting the privacy of <br />an individual are involved as provided in Rule 4.13, or <br />where the Board finds it necessary to consult with its <br />attorney on questions and issues pertaining to the <br />Board's powers, duties, privileges, immunities, and <br />liabilities as provided in Section 92 -3, HRS; however, <br />any official action resulting from such deliberation <br />shall be acted upon in an open meeting. <br />c. Notices of meeting together with an agenda listing all <br />of the items to be considered shall be filed with the <br />Office of the County Clerk at least six calendar' days <br />prior to the meeting, and when any closed or executive <br />session is anticipated in advance, such notice shall <br />include the purpose therefor. <br />d. The Board shall afford all interested persons an <br />opportunity to submit data, views, or arguments in <br />writing on any agenda item of its meeting. All <br />interested persons shall be afforded an opportunity to <br />present oral testimony on any agenda item, prior to the <br />Board taking action on any agenda item, provided that <br />the Boara may impose time limits on such oral <br />presentation when necessary to meet the demands of time <br />or to accommodate the numbers of persons wishing to give <br />oral testimony, in the orderly and expeditious conduct <br />of its business. <br />-5- <br />
