MR. TAKABA: <br />Yes. It’s internal. But it’s up to the mayor whether he wants to initiate <br />it. <br />MS. NICHOLSON: <br />This is already in place or already possible? <br />MR. TAKABA: <br />We’re a lot stricter in hiring or filling vacant positions. But there is no <br />real freeze going on because some positions just have to be filled. Like the payroll <br />clerk, if she leaves, we have to fill that position or not get the payroll out. So, there’s <br />certain positions that, it’s difficult to do an across the board freeze because there are <br />positions that are critical to County operations. So, we really don’t have a freeze, but <br />we’re very strict about allowing departments to fill positions. <br />MS. NICHOLSON: <br />This is a comment that came from Mr. Hoffmann at our last <br />meeting. And I kind of got that he was saying that the County can do this for six months <br />and then at the end of six months if we decide that the economic picture is better, lift it. <br />But that was his point. But maybe I’m misinterpreting. <br />MR. TAKABA: <br />No. That can be done unless the council is going to do like an <br /> <br />ordinance to make that determination that they’re not going to fill any of the positions. <br /> <br />MS. NICHOLSON: <br />So do you think this has meaning or not? <br /> <br />MR. TAKABA: <br />The way it’s written, it’s okay. Not that I agree with it, but it’s okay. <br /> <br />MS. NICHOLSON: <br />Well, but do we agree with it? Cause if we don’t agree with it, we’re <br /> <br />putting it forward as our recommendation. We’re fine keeping it in? <br /> <br />MS. PROVALENKO: <br />Yes. <br /> <br />MS. NICHOLSON: <br />Okay, let’s move to 11. <br /> <br />MR. ARMOUR: <br />Did we discuss 10? <br /> <br />MS. NICHOLSON: <br />Excuse me 10. <br /> <br />MR. ARMOUR: <br />What is a mandated job? <br /> <br />MS. NICHOLSON: <br />I have no idea what a mandated job is. <br /> <br />MR. ARMOUR: <br />Bill, do you know what he means by this? <br /> <br />MR. TAKABA: <br />No. Mandated jobs. Maybe what it means is there are certain <br /> <br />functions that the County is required to do. And to carry out these functions you have <br /> <br />positions to carry them out. That’s the only thing I can think of. <br /> <br />MS. NICHOLSON: <br />So would it be like the Aging example you gave earlier. There has <br /> <br />to be a position? Would it be like the Office on Aging example you gave earlier where <br /> <br />there has to be a position? <br /> <br />31 <br /> <br />
