MR. TAKABA: <br />No, no, no. The earlier discussion was on the committees. <br />MR. ARMOUR: <br />So would this be like park maintenance versus maintenance people? <br />MR. TAKABA: <br />No, no. I guess maybe I’m thinking about like Wastewater. If we <br />require by Federal law to do certain wastewater programs, then we have to keep those <br />positions or else we won’t be able to do it –to carry out that mandate. Solid Waste is <br />the same thing. If you have a transfer station and we’re requiredto man the transfer <br />station, then the people who are there manning the station would be a like a mandated <br />position. But I’m not sure ifthat’s exactly what Mr. Hoffmann meant. I’m just guessing <br />at what he’s talking about. <br />MS. NICHOLSON: <br />I think we should take this one out. I don’t know what a mandated <br />job rather than position would be either. Even if I knew what it meant, it <br />MR. TAKABA: <br />Kathy. <br />MS. GARSON: <br />Well, I’m just looking back at the minutes because I think that the <br />commission paraphrased some of the things that he said. Maybe mandated came from <br />the commission rather than Mr. Hoffmann. <br />MS. NICHOLSON: <br />Well, if you can find it. Let’s move on otherwise I think we should <br />delete it unless we can get some clarification at what we were trying to say. <br />Number 11. <br />MR. TAKABA: <br />I don’t think you’re going to do it by a resolution. It might be state law, <br />right, Kathy? <br />MS. GARSON: <br />I don’t think it’s doable. It’s a statute. <br />MS. NICHOLSON: <br />Well, Mr. Hoffmann was saying that the County should recommend <br />to the state this be done. <br />MS. GARSON: <br />Put forward a resolution to the State Legislature. <br />MS. NICHOLSON: <br />So, if we want to keep this in, I think we should clarify it a little bit. <br />Do we want to keep it in? I think we actually should. I don’t think we’ll get anywhere <br />with it, but I think we should. So the recommendation would be for the County to <br />propose a resolution to the State allowing each County to negotiate collective <br />bargaining contracts on behalf of the County. How does that sound? <br />MR. MATSUDA: <br />Okay. <br />MS. NICHOLSON: <br />Number 12. What does this mean? What are we trying to say <br />here? <br />32 <br /> <br />
