MR. ARMOUR: <br />Right. Because I don’t think you’ll get it to go in one quick motion to <br />eliminate the state negotiation and just have it by counties, maybe give the counties <br />more flexibility. <br />MS. O’HARA: <br />Do you remember in that presentation, for those supplementals, if the <br />county wanted something different, they had to get the state on board to go into that <br />negotiation. Is that the process as I recall? <br />MS. PROVALENKO: <br />That’s what I thought he said. Because it has to go to the <br /> <br />governor. <br /> <br />MS. O’HARA: <br />It can’t be singly any one county and so they have to also <br /> <br />MS. NICHOLSON: <br />They have to recruit someone else. <br /> <br />MR. ARMOUR: <br />Because the governor has six votes and each county has one vote. <br /> <br />MS. O’HARA: <br />So, they have to bring in the state. <br /> <br />MR. ARMOUR: <br />So if the governor is not onboard nothing can get done. <br />MS. NICHOLSON: <br />The example he gave was very specific to the fact that Hawai‘i <br />County does not have county police cars, and so they needed to negotiate a separate <br />agreement because I guess Maui is all county police vehicles. So there was no <br />commonality. So, I think that what Ken is suggesting is relaxing that even more so it’s <br />not necessarily things where there’s no commonality, but in fact specific county issues. <br />MS. O’HARA: <br />Yeah. I agree. <br />MS. NICHOLSON: <br />Okay. <br />8.Putting in place an effective fair share system that allows collections at the time <br />of permitting. <br />MS. O’HARA: <br />Well, he waivered back and forth between using fair share and impact <br />fee. Impact fee <br />MS. PROVALENKO: <br />Because he’s pushing that. <br />MS. O’HARA: <br />I believe all of the commissioners are aware of the status of our fair <br />share contribution system, which has been called out as illegal by the courts. <br />MS. NICHOLSON: but put in place of <br />Maybe we shouldn’t use the words fair share, <br />an effective system that allows collections at the time of permitting. <br /> <br />MS. O’HARA: <br />It’s impact fee. <br /> <br />MS. NICHOLSON: <br />Well, whatever you call it. <br /> <br />26 <br /> <br />
