One <br />4. <br /> <br />based on continuing with the current budget. Another budget would be <br />reflecting five percent increase. And the other would be a 10% decrease. <br />And really use this as a way for the departments to prioritize their budgets. <br />5.Do budget reviews either semi-annually or quarterly to make needed <br /> <br />adjustments <br />. I was actually really stunned that they didn’t do that already. <br />6.Another was review all mandated jobs rather than positions and consider <br /> <br />eliminating non-mandated jobs even if those are valuable. <br />That’s what he <br />said. And he said that’s for in the crunch time, and then perhaps it would be <br />some expansion later on. But this was in the shorter time. <br />MS. PROVALENKO: <br />I think that’s where he reflected on environmental. <br />MS. NICHOLSON: <br />In the shorter term, look at government really doing the mandated <br />jobs and determine which ones are non-mandated. And then it would become I <br />assume, part of the budget scenarios to add those back in. Yes, we want to carry that <br />one forward? <br />MS. PROVALENKO: <br />Yes. <br />MS. NICHOLSON: <br />Another one was to: <br />7.Put forward a resolution allowing the counties to negotiate collective <br /> <br />bargaining contracts instead of doing all those on a statewide basis. <br />MR. ARMOUR: <br />Can I add something? <br />MS. NICHOLSON: <br />Certainly. <br />MR. ARMOUR: <br />He didn’t bring it up but also maybe allow the counties to have more <br />flexibility, still do it by state but allow the counties to do, like my pet peeve is differential <br />in pay, instead of having it all. Cause that might be easier instead of having the whole <br />state on the same pay scale as an example, have each county negotiate something. <br />MS. O’HARA: <br />I think that’s what she’s saying is that have a resolution such that it <br />would be just at the county level. <br />MS. NICHOLSON: if that’s not possible maybe give the counties <br />Maybe saying <br />more flexibility <br />, so maybe it’s more flexibility within the supplemental agreements that <br />county can already… <br />25 <br /> <br />
