MS. O’HARA: <br />That was a question that came up for the deputy director. He was <br />unsure of the situation. I can report back that there is a requirement for septic and <br />grease haulers to register with the county. I still think it would be a recommendation to <br />charge a fee for regulating the services. <br />MS. NICHOLSON: <br />As I recall, the discussion was about the fee and he didn’t know <br />what the fee was. So, do we want to fine tune this recommendation and suggest a fee? <br />And if so, I don’t have a clue what that would be. Eileen do you have <br />MS. O’HARA: <br />A dollar amount? I have no idea. <br />MS. NICHOLSON: <br />So, how do we want to word it? <br />MR. MATSUDA: <br />Can we just say charging a fee? <br />MS. NICHOLSON: <br />Actually part of that was an annual fee versus a one time fee, was it <br />not? So it was an annual fee. Do we want to say something about some range or leave <br />it wide open? <br />MS. O’HARA: <br />Commensurate with what other counties are charging. Perhaps we <br />could put it in that type of language. <br />MS. NICHOLSON: <br />Okay. So we have that an annual fee. <br />MS. GARSON: <br />Okay, so what is it that you want to? <br />MS. O’HARA: <br />Recommend the Department of Environmental Management investigate <br />charging a <br />MS. NICHOLSON: <br />Not investigate. Just charge an annual fee. <br />MS. O’HARA: <br />Okay. Department of Environmental Management charge –well <br />number one. Department of Environmental Management regulate septic and grease <br />haulers and collect an annual fee for registration commensurate with fees of other <br />counties in Hawai‘i. <br />MS. NICHOLSON: <br />Okay. On to D, explore annual renewal fee for solid waste haulers <br />and require all haulers to be current on solid waste bills to reduce delinquencies. Any <br />fine tuning to that language? None. E, consolidate enforcement. A lot of fine tuning on <br />that one I think. <br />MS. GARSON: <br />This is from the <br />MS. NICHOLSON: <br />Mr. Leonard’s information. <br />MS. GARSON: <br />Yes, his information. <br />MS. NICHOLSON: <br />And he specifically said what enforcement areas could be <br />consolidated. And can we not just pull that out of the minutes? <br />35 <br /> <br />
