The Chair asked Ms. Wong to draft up a thank you letter and said she also needed all of <br />the email addresses. <br />The Chair asked whether there was any report from the Operations, Budget, and <br />Consolidation Subcommittee since their last meeting. Ms. Wong said no. <br />B. Revenue Enhancement and Collections. <br />There was no new report from this subcommittee. <br />C. Technology Recommendations and Adoption. <br />There was no new report from this subcommittee. <br />8. DISCUSSION REGARDING APPROACH TO TAKE TO TIMELY <br />ACCOMPLISH MANDATE OF THE COST OF GOVERNMENT COMMISSION <br />The Chair said that now that they were actually looking at some recommendations, they <br />needed to figure out how to keep track of all the input. How could they make sure not to lose <br />things? <br />Ms. O'Hara felt the subcommittees should keep track of all the responses relevant to their <br />area and that using a log to keep responses could help. <br />The Chair was concerned that a subcommittee could miss something, but Ms. O'Hara felt <br />there was enough overlap between them that nothing would be accidentally eliminated. <br />The Chair said she would also like to explore some of the potential union or personnel <br />issues. There was a recent newspaper article about county employees being paid time and a half <br />or double pay for working over eight hours in a day, even if they only work one day that week. <br />Those types of issue should be looked at. They may want to recommend that some departments <br />go to a four -day, ten - hour - per -day week. There are a lot of personnel issues, and if there are <br />recommendations to make, it may be stronger coming from the COGC. <br />Ms. Garson said the Human Resources Department is the appropriate department to <br />contact on personnel matters. <br />9. DISCUSSION ON SENDING LETTER TO MAYOR BY THE END OF THE <br />YEAR WITH QUESTIONS FROM ALL OF THE SUBCOMMITTEES <br />Ms. Garson suggested that when the COGC has a tentative draft report, it be sent to all <br />council members, the mayor, and department heads so that their tentative recommendations will <br />be seen, and they can invite comment. It may be easier for the recipients to respond to particular <br />recommendations. In addition, if they're informed that the recommendations will be on the draft <br />if no response is received, they are more likely to get responses. <br />26 <br />
