Is that adequate then? <br />Pat O’Toole: You just have to mail the notice. But I know you want to make it available in some format. You are not required to <br />mail out that whole packet. <br />Riley Smith: My preference is to minimize the amount of paper we send out around the world. I think it makes Val’s job easier <br />and then people can choose what they like to print out and read. I prefer e-mail format because then I can read it wherever I want <br />to and I don’t have to carry files and files of stuff. Curtis, does that meet your concerns if we handle it in an e-mail format. <br />Curtis Tyler: The issue is not whether Curtis Tyler gets this stuff in a timely fashion. The issue is, is it available to the public, not <br />to mention the commissioners, so that you can say something intelligent, you can review it and educate yourselves instead of <br />coming here and saying they didn’t have adequate notice. That’s the whole purpose of this. Not to be critical. What can we do to <br />make it easy. And for myself, every day my e-mail gets printed out by Megan. Whether I read it that day or the next day or the day <br />after, it’s up to me. But that would definitely save Valerie some time and that’s the reason I suggested you post in on the Web as <br />well. Cause I agree with what the chairman is saying. <br />Hugh Ono: It’s not a notice issue. It’s more of a courtesy issue of having things available at the earliest possible and the Website to <br />me is a great place to go. It’s paperless. <br />Riley Smith: To clarify for Val then, for all of the commission members, she’ll still mail out the packets, but in addition to that <br />anything that is able to be posted on the Web Val will send it to Data Systems. The things that we don’t get in electronic format <br />will not be posted on the Web. <br />UPDATES FROM SOLID WASTE DIVISION <br />Larry Capellas, Solid Waste Division Chief, reported on the following: <br />Regarding the green waste at the Kailua Landfill being placed on private land. It’s been cleared up, however, there’s some minor <br />things that have to be cleared. We’re now accepting green waste only on our property, not on private property. <br />Have undergone concept discussions about moving all waste metal and anything related to automobiles or vehicles to a site at the <br />West Hawai`i Landfill and have that contract and that movement isolated and then dedicate the Kailua area to green waste and <br />some other as yet unidentified recycling actions that may take place there. We have asked the metal recycler to give us an estimate <br />approximately on how much it’s going to cost, what his investment would be, and we have Waste Management to set aside about a <br />three acre site. We haven’t heard back on the initial anticipated investment by Hawai`i Metal Recycling. That may trigger <br />something that is going to involve a long-term contract. <br />Solid Waste Advisory Committee. Memo dated June 19, 2001 was mailed to commission members before today’s meeting. <br />There are 18 members for this committee. Meeting is set for today, 2:00 p.m. at Hale Halawai. The consultants will be here at the <br />first meeting and provide information. At the second meeting, expects more discussions inline with the direction we want to take. <br />Public and commission members are welcome to attend the meeting and give input. Larry will notify all members of this <br />commission about the next meeting for the Solid Waste Advisory Committee. Would hope to have the advisory committee <br />meetings set for the same day as the Environmental Management Commission meetings. Larry said that the Commissioners maybe <br />able to meet with the consultants at the next Advisory Committee meeting. <br />Hugh motioned for Barbara Bell to be designated as the Environmental Management Commission’s representative at the SWAC, <br />Sam seconded. Motion approved unanimously. <br />Integrated Solid Waste Management Plan. Contract has been signed and the consultants have been working for several months. <br />Carolyn requested to get a copy of the Plan. The contract is for $303,614.00. Have begun a supplement contract to cover a specific <br />item and that’s the Disaster Debris Action Manual. The administration feels very strongly that we should have one. Copy of <br />Exhibit "A", which is the scope of work for the ISWMP for Harding ESE, Inc., was distributed earlier to the members. Consultants <br />to review and update the County’s Integrated Solid Waste Management Plan dated 1993 and present the County with the defined <br />direction for solid waste management especially in East Hawai`i upon completion of studies, hearings and data gathering, etc. This <br />direction shall include a definitive recommendation for new facilities and technologies to be installed in East Hawai`i and replace <br />the function of the Hilo Landfill. <br />Transfer Stations Permit. Members received this earlier in the mail. Each transfer station has this typical permit. The permit <br />expires in January 2002. The term is for 5 years. <br />Hilo Landfill Permit. Members received this earlier in the mail. Expired in 1996 and was extended for two years to 1998 and we <br />are now under review by the Department of Health.
