Minutes for Tuesday, July 3, 2001Page 3 of 4 <br />year 2005. Larry will be meeting with the Department of Health next week to discuss the permit. <br />West Hawai`i Landfill Permit. Larry passed out copies of the West Hawai`i Landfill Permit dated September 28, 1993 to <br />members today. <br />Having problems getting the permit to operate the diesel tank at Kealakehe (Kailua Landfill). Willocks Construction built the tank, <br />it was constructed and we asked him to get a permit for us. We’re still waiting for the permit. This was done before I came back to <br />Solid Waste. <br />Contracts. Solid Waste Division has 12 to 14 contracts that the County gives out to vendors. Larry made copies of a list of the <br />deliverable results from the contracts that are underway regarding junk vehicles and waste metal contracts, vehicle tires, green <br />waste composting contract one for Hilo and one for Kona. There are contracts with Recycle Hawai`i to do an educational program, <br />contracts that involve security services, contracts for consulting work. Larry can provide a one-page print out of any of these <br />contracts, and how much it costs and what the length of the contracts are. <br />Riley mentioned that when Larry gave the tour of the Hilo Landfill on June 21, 2001, the cover contract is done by volume that to <br />Riley is a very subjective method of compensating the contractor. Would prefer and maybe in the future meeting that Larry can <br />give us an update on that, to move to a tonnage agreement would avoid a lot of subjectivity. <br />Listing of Solid Waste Priorities. Larry passed out to members today. First priority is equipment fleet repair and maintenance. <br />Without the fleet repaired properly and maintained we can’t haul out one ounce of rubbish. The second is a facility repair. The <br />third is a full contingency of workers. <br />Have entered into a draft contract that’s going to proceed with privatizing our maintenance for the equipment in Waimea, <br />Puuanahulu, and Kona. Once we approve the contract, we will be working on privatizing our vehicle maintenance. Riley asked <br />Larry to share this issue at one of the meetings. <br />Recycle Coordinator. Waiting for approval from Civil Service. Solid Waste drafted a position description. Civil Service has to <br />rate the position description on a comparative basis to what Maui, Honolulu, Kauai has. <br />DISCUSSION AND ADOPTION OF ENVIRONMENTAL MANAGEMENT COMMISSION’S RULES AND <br />REGULATIONS <br />Curtis Tyler suggested to pay particular attention Section 13-4 of the Hawai`i County Charter which is boards and commissions <br />and 13-20 which relates to open meetings, public records, etc. <br />We’ll be sending the Rules and Regulations to Corporation Counsel for comment. <br />DISCUSSION AND ADOPTION OF A MISSION STATEMENT <br />Deferred Discussion and Adoption of a Mission Statement to next meeting. <br />FUTURE AGENDA TOPICS <br />Kimo would like to see the County purchase recycled paper. Riley asked Kimo to prepare a draft so that this can be discussed at <br />our future meetings, we can approve it, and state all the requirements that they’re suppose to follow about the double sided <br />copying machines, paper, etc. <br />SCHEDULING OF NEXT MEETING DATES, TIMES AND LOCATIONS <br />Thursday, July 19, 2001 at the Kona Police Department Conference Room, 9:00 a.m. and Kealakehe Wastewater Treatment Plant <br />site visit at 11:00 a.m. <br />Wednesday, August 8, 2001, 9:00 a.m. at the Hawai`i County Councilroom. <br />ADJOURNMENT <br />Carolyn motioned to adjourn meeting, Barbara seconded.
