CORRESPONDENCE/REPORTS/DISCUSSION: <br />5. <br />DirectorÓs Report <br />(attached to original minutes) <br />DRAFT EIS FOR SORT STATION: <br /> <br />Information will be added to the Final EIS to more fully address <br /> <br />Bell will add projected landfill life to the Sort timeline. <br />COUNCIL/LEGISLATIVE ACTIONS: <br /> <br />Bell will provide council members additional organics diversion information for the January <br />6, 2004 Finance Committee meeting. <br /> <br />Bell urged participation from the commission members when environmental management <br />items are on council agendas. <br />OTHER: <br /> <br />The EPA second year funding grant program for West HawaiÒi will include greenwaste, <br />plastics 1 & 2 and scrap metal as well as traditional recyclables. <br />Solid Waste Division ChiefÓs Report <br /> (attached to original minutes) <br />HILO LANDFILL: <br /> <br />Based on the current disposal rate, with no natural disasters and with residentsÓ increased <br />participation in recycling and diversion programs, the landfillÓs current projected closure <br />date is between May 2005 and May 2006. <br /> <br />Revised final grading (closure) plan will be submitted to DOH. <br /> <br />Continuing to work to extend life of landfill. <br />IMPRESSIONS AFTER BEING ON THE JOB 3 MONTHS: <br /> <br />Good crews, residents, vendors. People have a positive attitude for change. <br /> <br />Challenges: Solid waste facilities need upgrading; residents need to be educated about solid <br />waste disposal; need to bridge the gap between East and West HawaiÒi. Decisions are based <br />on the good of the County. <br />Wastewater Division ChiefÓs Report <br />(attached to original minutes) <br />WASTEWATER STANDARDS: <br /> <br />In process of drafting sewer design standards. <br /> <br />Ono suggested the standards be sent to HSPE for input. <br />PERSONNEL: <br /> <br />Addressing Engineer salary disparity by reallocating Superintendent position to reflect <br />expanded duties of Deputy Chief and by Division reorganization. <br />UNFINISHED BUSINESS: <br />6. <br />DISCUSSION AND APPROVAL OF DEPARTMENT OF ENVIRONMENTAL <br />MANAGEMENT WASTEWATER DIVISION RULES: <br /> <br />See Wastewater Division Report above. <br /> <br />Deferred until drafts are revised with consistent formatting. <br />-2- <br /> <br />
