portion. <br />Will forego repairing the Kalanianaole Avenue Inceptor because the infiltration is not bad <br />· <br />and the already scheduled upcoming Phase II rehab project will address this repair. <br />Wastewater is assisting Water Supply with some camera work at the Waimea Reservoirs. <br />· <br />Hirota just received the new NPDES permit for Hilo and will be reviewing it. <br />· <br />(attached to original minutes) <br />Directors Report <br />At the request of the Mayor, Bell recently attended a Waste-to-Energy Technical Conference <br />· <br />in New York City. <br />RFP Timeline: Due date for RFP proposals will be extended to mid-April. Review will be in <br />· <br />May, the contract negotiations will occur in June and recommendation will be sent to <br />Council around July, 2007. <br />Continuing to negotiate change order with Reload facility contractor for redesign to decrease <br />· <br />cost of facilities. <br />The County intends to update the Integrated Solid Waste Management Plan next year and <br />· <br />this commission will assume the role of the Solid Waste Advisory Committee and start the <br />review process. <br />The Mayor has given initial support to a Zero Waste goal of no landfilling in the future and <br />· <br />the umbrella A nice place to live sustainability plan concept. Bell will produce a power <br />point presentation for Council to include background, accomplishments and where we go <br />from here. <br />The Waste Reduction Technology RFP consultants will be in Hilo next week for the RFP <br />· <br />pre-proposal conference and meetings with council members. <br />6. <br />UNFINISHED BUSINESS <br />ELECTION OF 2007 OFFICERS <br />The Nominating Committee recommended Carolyn Witcher as Chair and Arnold Okamura as <br />Vice Chair. <br />Mayhew made a motion toaccept the Nominating Committees <br />recommendation. Sumner seconded the motion and it passed unanimously. <br />7. <br /> NEW BUSINESS <br />PRESENTATION: HISTORY OF HAWAI`I COUNTYS OLDEST SEWER SYSTEM: <br />Deferred to a later meeting due to Peter Bouchers absence. <br />DISCUSSION: HAWAI`I COUNTY CODE CHAPTER 2 REVISION AND <br />ADMINISTRATIVE RULES: Deferred to a later meeting due to Bouchers absence. <br />DISCUSSION: EMC 2006-03 RESOLUTION REQUIRING MANDATORY GLASS <br />RECYCLING FROM RESTAURANTS AND BARS <br />After discussion, it was decided to amend the proposed resolution as follows: <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCILOF THECOUNTY OF <br />· <br />HAWAI`IthattheHawai`iCountyCouncilwillentertainanamendmenttotheHawai`i <br />County Code that would make it mandatory for all bars and restaurants to recycle the glass <br />generatedattheirestablishments. <br />BE IT FURTHER RESOLVED that this mandate be timed to allow restaurants and bars <br />· <br />sufficient time to make necessary accommodations for implementation of recycling, but not <br />morethan12months. <br />BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution <br />· <br />to the Legislative Reference Bureau for drafting of a proposed amendment to the Hawai`i <br />CountyCode. <br />Bell and Leithead-Todd will prepare a Draft 2 with these changes. <br />· <br /> <br />
