BROWNFIELDS <br />Assessment Grant site visits were done with EPA staff. <br />· <br />Application has been submitted requesting EPA to perform Phase I and II site <br />· <br />assessments. <br />(attached to original minutes) <br />Directors Report <br />COMPOST FACILITY <br />Discussions are ongoing with Waste Management regarding their recent interest in <br />· <br />financing and building the compost facility at Puuanahulu. <br />RELOAD FACILITY/SORT STATION <br />On January 20, 2006, Council passed the first reading of request to increase funding by <br />· <br />$1.21M to $7.321M for the whole project. Second reading will be February 1, 2006. <br />Changes in original requested design were discussed. <br />· <br />When Council passes second reading, contract will be finalized with Isemoto Contracting <br />· <br />and they can proceed with construction. <br />WASTE REDUCTION TECHNOLOGY REQUEST FOR PROPOSAL (WRT RFP) <br />The process (Stage 1 RFQ short list Stage 2 WRT proposal) was discussed. <br />·®® <br />Stage 1 Communication Protocolmay be modified. <br />· <br />Environmental Impact Statement Preparation Notice is being drafted. <br />· <br />Commission requested secretary to forward WSN Environmental Solutions Your <br />· <br />(attached to original minutes) to the County Council <br />Easy Guide to Waste Technologies <br />for their reference. <br /> (attached to original minutes) <br />Abandoned Vehicle Program Report <br />First and second quarter statistics were discussed. <br />· <br />How to improve the program will be the discussion at the Abandoned Vehicle Task Force <br />· <br />meeting on February 10, 2006. James Isas presence was deemed to be essential at this <br />meeting. <br />Secretary was requested to send the Abandoned Vehicle Program Report to the <br />· <br />Police Department. <br /> (attached to original minutes) <br />Solid Waste Division Chiefs Report <br />HILO LANDFILL <br />Staff has been trained and DOH has been notified that the Division will now proceed with <br />· <br />preparations for fill construction per the Countys expansion application. <br />STAFFING <br />14 Transfer Station Attendant positions are being requested in hopes of performing present <br />· <br />duties plus that of security guards. <br />The new AKAL security guards are receiving customer service training. <br />· <br />HOLIDAYCLOSURES <br />A Holiday Period Daily Tonnage report for Thanksgiving, Christmas and New Years Eve <br />· <br />was circulated (attached to original minutes). <br />BillSanborndoesnotfavorcontinuingholidayclosuresatthetransferstations. <br />· <br />-2- <br /> <br />
