Technical Services Section Report <br /> (attached to original minutes) <br />LARGE CAPACITY CESSPOOL (LCC) REPLACEMENT: <br />Dora Beck represented the Department at a recent meeting with the Senate Ways and Means <br />Committee. Beck requested the Committee provide additional monies to the State <br />Revolving Fund (SRF) to overcome the $65M awarded to the City and County of Honolulu. <br />Beck suggested that the County of Hawai`i would need to cancel portions of EPA-mandated <br />LCC projects if State SRF funds were not available. <br />There are currently 3 LCC replacement projects. <br />Wastewater Division Report <br />(attached to original minutes) <br />OPERATIONS: <br />Bert Saito is currently discussing maintenance arrangements and fees of Wastewater facilities <br />and offices. <br />TREATMENT AND DISPOSAL: <br />Sanborn will provide contact information for the Kauiwi Path Program relating to the <br />use of underground R2 water on ball parks. <br />When the upgrade to R1 is completed, the biggest user will be the old Kona Airport. <br />R1 upgrade project is scheduled to go out to bid in January 2008. <br />PERSONNEL: <br />Wastewater Division Chief interviews will be held in November. <br />Director’s Report <br />(attached to original minutes) <br />LAIOPUA CONNECTOR ROAD PROJECT: <br />Leithead-Todd will follow up with Roy Takemoto regarding possible burial findings on the <br />Laiopua Connector Road project that will extend the County sewer system up to the <br />Lailani Subdivision entrance and connect Laiopua and Lailani subdivisions. <br />WASTE REDUCTION TECHNOLOGY REQUEST FOR PROPOSALS (RFP): <br />Best and final offer has been received. <br />County representatives, consultants and the vendor met with Department of Health to discuss <br />permitting issues and HELCO to discuss energy usage/purchase. <br />Council members and County staff will be visiting waste to energy plants in Florida, <br />Connecticut and Germany in October. <br />After a discussion regarding the content of the Division and Director’s reports, it was <br />decided that the reports should include issues, not just achievements. <br />STATEMENTS FROM THE PUBLIC ON ITEMS LISTED ON AGENDA: <br />4. <br />James Weatherford and Jon Olson both spoke in support of Zero Waste and against <br />incineration. <br />Olson requested the Commission members review the Strategic Plan for Sustaining and <br />Replicating the Kea`au Recycling and Reuse Center that was developed in February 2004 <br />by the Hawai`i Island Economic Development Board and Rural Community Assistance <br />Discussion of this <br />Corporation. The Plan can be accessed on the Department website. <br />document will be placed on next meeting’s agenda. <br /> <br />
