TRANSFER STATIONS <br />Finalizing plans and specifications for repairs and enhancements with grant funds of <br />$250,000 from Community Development Block Grant (CDBG). <br />Recent fires at Pahoa were caused by vandalism. <br />Budget funds will be requested for maintenance equipment. <br />Large “warning” signs can be posted at transfer stations to reduce safety liability but are <br />not substitutes for making repairs. <br />HILO LANDFILL: <br />A permit application is being prepared for submittal to DOH for extending the landfill <br />through a vertical expansion, without changing the footprint or exceeding the vertical limit. <br />WASTE REDUCTION TECHNOLOGY REQUEST FOR PROPSAL (WRT RFP): <br />A history was given regarding the County’s attempt to obtain a waste reduction technology <br />through the request for proposal process. <br />Consultants have been hired to prepare a new RFP. Timeline for completion was <br />discussed. <br />Wastewater Division Chief’s Report(attached to original minutes) <br />HILO WTP NPDES PERMIT RENEWAL <br />Application was submitted to DOH on June 30, 2005. <br />WASTEWATER FACILITIES ODORS: <br />Carbon has proven to best eliminate/reduce odors caused when motors trip off in relation <br />to a specific pump station. Carbon has been ordered to replace scrubbers and replacement <br />project should take two months. <br />Boucher will report on the carbon use at the next meeting. <br />Technical Services Section Report <br /> (attached to original minutes) <br />HONOKOHAU HARBOR EFFLUENT REUSE: <br /> The Administration sees advantages of Rutter Development’s proposal to build an R-1 <br />plant to upgrade County’s current R-2 effluent. <br />Contingency plan is to construct an aR-2 effluent transmission main via the State DOT <br />Highway Widening Project. With this plan, the transmission main would be funded by <br />County CIP and State loan. <br />KING KAMEHAMEHA SPS RENOVATIONS: <br />Erway identified that there is an intermittent odor at this project. <br />Beck will check on odor control and monitoring, and will report back at the next <br />meeting. <br />Director’s Report <br />(attached to original minutes) <br />DEPARTMENT OPERATING AND CAPITAL BUDGET: <br />July 11, 2005, Finance Director communicated the Mayor’s request to have Bills 121, 122 <br />and Resolution 134-05 agendized at Council Finance Committee. Though it made the <br />deadline for the July 21, 2005 meeting, it was not agendized. <br />The Mayor submitted a follow-up request on July 25, 2005, to have these solid waste <br />budget items agendized as soon as possible. <br />As of this date, the department is still awaiting items to be agendized. <br />-2- <br /> <br />
