Witcher made a motion that the Commission direct the Director to request a legal <br />opinion from Corporation Counsel regarding agendizing Bill 121, 122 and Resolution <br />134-05 at the Council Finance Committee. Stahr seconded the motion and it passed <br />unanimously. <br />SOUTH KONA/KA`U TRANSFER STATION: <br />Two new sites are being reviewed. <br />UNFINISHED BUSINESS: <br />6. <br />STATUS REPORT: NEW COMMISSION MEMBER FOR DISTRICT 6: <br />Diana Miller joins the Commission meeting today as the District 6 member. <br />2005-2006 DEPARTMENT BUDGET REPORT: No further discussion required. <br />SCHEDULING OF COUNTY SITE VISITS BY THE COMMISSION: <br />September 28, 2005 meeting: Kealakehe Transfer Station, Redemption and Recycling <br />areas. <br />DISCUSSION AND DECISION MAKING ON ORDINANCE TO INCREASE PENALITIES <br />FOR ILLEGAL DUMPING: <br />EMC2005-06 Ordinance relating to illegal dumping was reviewed in draft form (attached <br />to original minutes). Bell noted that it still required refining and review regarding <br />definitions. <br />Miller made a motion to approve the draft ordinance. Witcher seconded and it passed <br />unanimously. <br />Stahr made a motion to give the <br />After further discussion regarding the specific content, <br />Director and Corporation Counsel authority to amend ordinance as needed. <br />Kawamura seconded the motion and it passed unanimously. <br />NEW BUSINESS <br />7.: <br />NON POINT EDUCATION FOR MUNICIPAL OFFICIALS (NEMO) PRESENTATION BY <br />JEFF ZIMPFER: <br />Zimpfer presented a powerpoint presentation (attachedoriginal minutes), defined Non <br />Point Source Pollution and described pollutants, gave examples and identified where they <br />are found. <br />He also discussed the Hilo Bay Watershed Restoration Plan. <br />SOLID WASTE ADVISORY COMMITTEE: <br />If the County Council chooses to revisit and change the Integrated Solid Waste <br />Management Plan, this Commission would again serve as the Solid Waste Advisory <br />Committee. <br />HOW COMMISSION CAN FACILITATE SOLID WASTE ISSUES WITH COUNTY <br />COUNCIL: <br />Miller volunteered to work with the Department <br />After discussion of various ideas, <br />Director to prepare a timeline to assist the Council in understanding what has been <br />done, what needs to be done and how long it will take to accomplish the tasks. <br />-3- <br /> <br />
