Council member Jacobson urged the commissioners to re-familiarize themselves with the <br />· <br />subject and offer comments in their own words and from their own points of view. <br />Tyson and Bell discussed the Countys reasons for constructing the entire Sort Station <br />· <br />complex as prescribed in the Countys Update to the Integrated Solid Waste Management <br />Plan. <br />Henry will email the commissioners a County Council contact list per their request. <br />· <br />EPA BROWNFIELDS GRANT: <br />Received $200,000 grant for inventory of hazardous waste sites, focusing on potential <br />· <br />contamination of transfer stations and other community locations. <br />COMPUCYCLE EVENT: <br />Was held May 21, 2005, 10 a.m. to 2 p.m. at Aupuni Center, 101 Pauahi Street, Hilo, HI. <br />· <br />Next event will be scheduled during the winter months in West Hawaii. <br />· <br />6. <br />UNFINISHED BUSINESS: <br />STATUS REPORT: REQUEST FOR PROPOSAL NO. 2146 - WASTE REDUCTION <br />TECHNOLOGY: <br />Procurement was formally cancelled after not receiving compliant responses from <br />· <br />proposers. <br />New RFP will be released. <br />· <br />Lowest cost transitional option has been identified as: <br />· <br />Build a Sort Station, <br />· <br />Do aggressive recycling, <br />· <br />Truck the remainder to the West Hawaii Landfill. <br />· <br />STATUS REPORT: HAWAII DEPOSIT BEVERAGE CONTAINER PROGRAM (BOTTLE <br />BILL): (Update attached to original minutes) <br />72 million containers have been redeemed statewide from January 1 through April 30, <br />· <br />2005 (11 million, or a recovery rate of between 35 and 40%, on the Big Island). <br />State goal is to reach recovery rate of 70% or higher. <br />· <br />Applications are due this week to operate existing 8 county locations plus up to 4 <br />· <br />additional sites are due this week. <br />Status of Recycling Companies receiving cease operation notification from DHHL: <br />· <br />Community Recycling on Railroad Avenue has closed. <br />· <br />Business Services Hawaiis operation on Auwai Street will be moving to Shipman <br />· <br />Industrial and is working with DHHL to address noise complaints at Auwai Street until <br />the transition is complete. <br />Sanborn offered suggestions regarding public awareness (showing, for example a <br />· <br />thermometer, to track redemption participation and more news articles). <br />STATUS REPORT: NEW COMMISSION MEMBER FOR DISTRICT 6 <br />DianaMillersapplicationisbeingforwardedtotheMayorsOfficefornomination <br />· <br />consideration. <br />SCHEDULINGOFCOUNTYSITEVISITSBYTHECOMMISSION: <br />A visit to the Waimea Transfer Station, redemption center and landfill will follow the July <br />· <br />27, 2005 meeting. <br />-3- <br /> <br />
