Wastewater Division Chiefs Report <br />(attached to original minutes) <br />Dora Beck is Acting Division Chief while Peter Boucher is out sick. <br />ALI`I DRIVE SHORT LATERALS: <br />This project has been completed successfully. <br />· <br />23 properties will now be required to connect. <br />· <br />The County will pay for these connections. <br />· <br />Smith suggested the County pursue reimbursement from the Construction firm that did not <br />· <br />originally complete this project satisfactorily. <br />KING KAMEHAMEHA SPS RENOVATIONS: <br />This project does not involve lane closure so no traffic impacts are expected. <br />· <br />Smith suggested that notifications of project work be published when appropriate. <br />Ono suggested that Letters to the Editors concerning department projects be responded to <br />when possible. <br />Ono suggested spelling out all acronyms. <br />Directors Report <br />(attached to original minutes) <br />UPDATES: <br />Director, Deputy Director and Department Corporation Counsel are meeting weekly, <br />· <br />including review of proposed ordinances/resolutions. This allows for a better finished <br />product to the submitted to the Commission and the Council. <br />The new Council members and Legislative Auditor have been very helpful and supportive. <br />· <br />Draft 3 of Bill 18, Greenwaste tip fee, will add: The greenwaste and organics disposal fee <br />· <br />may be suspended by the director if the greenwaste and organics facilities are not <br />operating. <br />County Council budget review will be in late March. Department of Environmental <br />· <br />Management review is scheduled for March 31, 2005. <br />NORTH KONA IMPROVEMENT DISTRICT PRESENTATION/ DISCUSSION (taken out <br />NEW BUSINESS <br />of order - 7. .) (TMK map of the study district attached to original minutes.) <br />SSFM has been selected to study the proposed improvement district. <br />· <br />Report preparation process: <br />· <br />Identify and interview landowners to collect information on entitlements and <br />· <br />development projections. <br />From this research, 3 alternatives for routing thecollection system will be offered. <br />· <br />Alternatives will be investigated, cost estimates provided, and a Master Plandeveloped <br />· <br />to recommend a preferred alternative. <br />Implementation Plan will address options for financing and assessment and a plan for <br />· <br />distribution of recycled water will also be offered. <br />Threepublicinformationmeetingswillbescheduled. <br />· <br />Directors Report <br />(Continued) <br />A binder containing updated/revised commission documents/resources was distributed to <br />· <br />commission members. <br />PatO`ToolewillbecometheCommissionCounselonFebruary1,2005. <br />· <br />-2- <br /> <br />
