A list of County sites to visit in conjunction with future commission meetings was <br />· <br />suggested. Site visits will be added to next meeting agenda for further discussion. <br />COUNCIL/LEGISLATIVE ACTIONS: <br />Solid Waste <br />SORT STATION: County Council approved a resolution on August 4, 2004 for basic <br />· <br />services, road, utilities, bottle bill redemption, commercial recyclables processing and a <br />residential recycling center. Invitation for Bid is expected out in mid-October. <br />Solid Waste Division Chiefs Report (attached to original minutes) <br />SCRAP METAL PROGRAM: <br />The Department formally notified the contractor that they needed to maintain their <br />· <br />operations within the property boundaries. The County will survey the area, establish <br />boundary line, and maintain and monitor the boundary during the course of the contract. <br />HILO LANDFILL: <br />Airspace survey will be updated this year and an environmental assessment will be <br />· <br />performed, if required, as part of a request to Department of Health for a new operating <br />permit to extend the landfill vertically. <br />GREENWASTE: <br />Negotiating with vendors to convert current mulching program to a composting program. <br />· <br />Plans are continuing to implement a commercial greenwaste tip fee in FY 2005-2006. <br />· <br />RECYCLING/DIVERSION STATUS: <br />The grand opening for the EPA funded pilot recycling project at Kealakehe Transfer <br />· <br />Station is October 30, 2004 at 10 a.m. to noon. <br />Wastewater Division Chiefs Report (attached to original minutes) <br />KALANIANA`OLE INTERCEPTOR SEWER REHAB: <br />Phase I construction will be completed by next week. <br />· <br />KING KAMEHAMEHA PUMP STATION RENOVATION: <br />Will begin in October. <br />· <br />KEALAKEHE EFFLUENT REUSE Ph1: <br />NPDES permitting was discussed. <br />· <br />Boucher provided an overview of the project. <br />· <br />Inthefuture,Onorequesteddepartmentmanagerstopresentoralreportsonpriorityitems <br />in their written reports. <br />6.UNFINISHED BUSINESS: <br />DISCUSSIONANDRECOMMENDATIONONDEPARTMENTOFENVIRONMENTAL <br />MANAGEMENT RULES: No action taken. <br />-2- <br /> <br />
