DISCUSSION AND RECOMMENDATION ON ORDINANCE FOR THE DEPARTMENT OF <br />ENVIRONMENTAL MANAGEMENT TO ESTABLISH A PROCESS FOR ENFORCEMENT <br />AND FOR APPEALS TO BE HEARD BY THE ENVIRONMENTAL MANAGEMENT <br />COMMISSION AND ALTERNATE ORDINANCE FOR APPEALS TO BE HEARD BY THE <br />BOARD OF APPEALS (EMC2004-05): <br />After discussion regarding Commission Rules amendments and meeting dates, Erway <br />· <br />made a motion to direct the County Attorney to base the Commission Rules <br />modeled after the Board of Appeals Rules and to amend the rules for six meetings <br />per year as well as keep the wording as flexible as possible. Smith seconded and <br />motion carried unanimously. <br />Leithead-Todd will revise Rules, submit to Commissioners for review, and finalize <br />· <br />for Public Hearing to be held prior to the Commission meeting on November 17, <br />2004. <br />Leithead-Todd will work with Commissioner Frankel to make revisions and <br />· <br />prepare ordinance for next commission meeting. <br />DISCUSSION AND RECOMMENDATION ON PROPOSED SEWER CONNECTION FEE <br />ORDINANCE (EMC2004-02): After review of ordinance, Smith made a motion to approve this <br />ordinance as submitted. Stahr seconded and motion passed unanimously. <br />7.NEW BUSINESS: <br />WASTE REDUCTION TECHNOLOGY REQUEST FOR PROPOSAL (RFP): <br />Scheduled to be published the end of October. <br />· <br />Project Manager to be decided. <br />· <br />No technologies are being restricted by the RFP. <br />· <br />All rules will be explained at pre-bid meetings. <br />· <br />An overview was provided to guests, offering background and progress to date. <br />· <br />Director will update the Commission at the next meeting. <br />· <br />BOTTLE BILL (BEVERAGE CONTAINER DEPOSIT PROGRAM) (handouts attached to <br />original minutes): <br />A background summary was provided to the guests. <br />· <br />November 1, 2004: retailers begin stocking with labeled containers. <br />· <br />$.05 redemption begins January 1, 2005. <br />· <br />Received DOH grant funds to create 2 Recycling Specialists (temp) and to fund Bottle <br />· <br />Bill Demonstration Project. <br />Applications are being requested for development and operation of redemption centers in <br />· <br />targeted locations. <br />O`Hora-Weir will report to the commission at the next meeting her findings <br />· <br />regarding the bottle bill deposit being taxed. <br />8.FUTURE AGENDA ITEMS: None <br />9.
