CHR. SIRACUSA: I believe Patrick has a question, and Mike has a question after that.

MR. KAHAWAIOLAÒA: Alluding back to Mr. BidlemanÓs question, I wanted to find out what
the costs would be. Obviously, you wouldnÓt have it, but I already heard you say you are going
to have to use the IT people from the County to help. IÓm talking about the five bullets on Mr.
BidlemanÓs testimony. The IT and from the State Elections Office; and I donÓt want to keep
assuming, but would that be the individual that was here for our first meeting?

CHR. SIRACUSA: Mr. Rosenbrock.

MR. KAHAWAIOLAÒA: My concern about the cost is if all of this comes to fruition with Mr.
Rosenbrock, the cost, I wanted to find out; but you couldnÓt answer the cost thing because no one
would know. But then again, would that be part of the technical information I need. The
discussion was with the State Elections office; the people we were going to identify. Who would
be the residents? Has that decision been made yet?

MR. OSHIRO: I donÓt know the answer to that question. We will be also tr
folks on the system.

CHR. SIRACUSA: IÓm going to ask Patricia Nakamoto from Elections to come up,
might be able to answer some of these questions.

PATRICIA NAKAMOTO
(At this time Pat Nakamoto, Elections Supervisor came forward to address members of the Commission.)

MS. NAKAMOTO: I am Patricia Nakamoto, the Elections Program Administrator for the
County of HawaiÒi. As far as the software; we have not received it yet, but I have been in
contact with Mr. Rosenbrock from the State Office of Elections. As he said at our previous
meeting, we are still expecting to receive it by the end of the month. We have also talked about
training; and what is in the plan right now is for Mr. Rosenbrock, and for Mr. Royce Jones, fro
ESRI, to come to the Big Island and do the training. So, we wou
time.

CHR. SIRACUSA: I have a question. This is our second meeting; we are required by the rules
to accept an alternate plan from any member of the public by the fourth meeting. If we donÓt
even have---
MR. MIDDLESWORTH: That is not correct.

MS. NAKAMOTO: I believe that is on the agenda and is coming up next.

CHR. SIRACUSA: Yes, on the timeline. I am just wondering if we are going to have time if all
these delays before we can get the software; are we going to have time to do what we are
supposed to be doing within the timeline that is laid out.

12
