MS. UGALDE: I just wanted to know if there was any update as to when we were going to get
that software. They said the end of the month, and then possibly before the end of the month. Is
there an update on that?

MS. NAKAMOTO: My understanding is that we would get it before the end of the month and
the training would also take place before the end of the month.

CHR. SIRACUSA: Good. Okay, Jeff.

MR. MELROSE: Two things; one, just to clarify that, if we actually get trained, will we have to
come back here and schedule a training? Is that the idea? Would it be separate process?

MS. NAKAMOTO: Yes.

MR. MELROSE: Not a regular meeting, but a training?

MS. NAKAMOTO: That is correct.

MR. MELROSE: The other question I have has to do with Census data itself. We currently
have, from the Census data, all of the numbers for all of the blocks and all of the tracts on the
island. Is that already available?

MS. NAKAMOTO: We donÓt have it, no.

MR. MELROSE: You donÓt have it, so it will be attached to the software thatÓs coming?
MS. NAKAMOTO: Yes.

MR. MELROSE: The StateÓs decision on the final adjusted number; is the State taking a
position on the adjusted number again? I think 10 years ago they used the number the Census
gave them and then we used those numbers, and then that was challenged. Are we going to
repeat this process again?

MS. NAKAMOTO: I believe that in 2001, the State used an adjusted population base. They
excluded the military. IÓm not sure if military dependents. We used total population.

MR. MELROSE: We used total population, and the State used an adjusted number?

MS. NAKAMOTO: That is correct.

MR. MELROSE: But did the State adjust--I think the military is a number you can pull out
because there is data associated with it--the non resident student number is probably the larger
one but I canÓt imagine Honolulu doesnÓt have that problem with the East West Center and all
the other circumstances of non resident. Are we going to have to wrestle with that issue of
18
