NAKAMOTO: The Commissioners will need to decide on what population base is going to <br />be used for the County of HawaiÒi. That is your decision. But what was mentioned at the first <br />meeting, was that if it is a different population base that is going to be used than what the State is <br />going to use, then we would need to go out and find someone to go out and adjust that population <br />base to what we want it to be. <br />MR. MELROSE: Do we expect that the number from the State will be again an <br />number? Or is there a time frame when that adjusted number will be available to us; the military <br />adjustment? <br /> <br />MS. NAKAMOTO: At this point in time I have no idea what population base the State is going <br />to be using. <br />MR. MELROSE: And how will we know, and when will we know that, so we can plan to move <br />forward according? <br /> <br />MS. NAKAMOTO: My guess would be that by the time we get the software we would know. <br /> <br />CHR. SIRACUSA: We were informed last meeting that the State Redistricting Commission <br />would be meeting the next day. Then I found out later that that was delayed. Do you know if <br />they have met since our last meeting? <br /> <br />MS. NAKAMOTO: Yes, they have met. <br /> <br />CHR. SIRACUSA: Do you know if they discussed this matter of the population base, and <br />exclusions? <br />MS. NAKAMOTO: No, I do not know that information. <br /> <br />CHR. SIRACUSA: Mr. Middlesworth. <br /> <br />MR. MIDDLESWORTH: It seems to me that based on our discussion the last time, that yes, we <br />have to decide on what numbers we want to use, and we really have to do it in the face of <br />whether or not we think we are going to get sued over the end result. It really is up to us. <br />Nobody is going to tell us which numbers to use. The University cannot tell us where their <br />students live, so we have no way to adjust for those. It may end up being just a question of the <br />over and under percentage stuff. I donÓt know. I have puzzled about this ever since we got into <br />this thing after reading the law suit and everything else that went on. There is no single source to <br />tell us what number to use, as far as I can see. Everybody is nodding their heads, so I assume <br />that that seems to be the general agreement. <br /> <br />CHR.
