interest because they all generate towards Kona to go to Costco and that sort of thing; whereas
the other way around, between Volcano and Pahala you have got thousands and thousands of
acres of wilderness, and there is no contiguity and there is certainly no community of interest.
That is why I would like to try, as two starting points, from the Volcano border on each side, an
work our way around and see what happens with the numbers that w

Does any body else have any other ideas that they want to throw out on the table. And Patrick,
by the way, I am still looking at numbers. IÓm just thinking th
of one of those criteria, or two of those criteria; the community of interest criteria, and the
contiguity criteria. So---

MR. KANUHA: Madam, Chair.

CHR. SIRACUSA: Yes.

MR. KANUHA: From Kona, Commissioner Kahui just showed up.

CHR. SIRACUSA: Welcome, welcome. We are almost at the end; you will have to wait for the
transcript to find out happened. This is going to go back to where we were talking about the
benefits of a transcript as opposed to just minutes. But, welcome anyway. Did you want to
throw some ideas onto the table? Please.

MR. KAHUI: Well, I first want to apologize to the Commission. I made a commitment to be
here and serve as a Commissioner for our District 8 and I know t

CHR. SIRACUSA: IÓm sorry; IÓm having trouble hearing you. Could you get closer in to the
mic? Or use the other mic?

MR. KAHUI: Can you hear me now?

CHR. SIRACUSA: Yes, thatÓs better now.

MR. KAHUI: I any event, again, I do want to apologize to this Commission for being late.
Unfortunately I had a prior commitment and at the time when we voted to have this meeting I
had realized the conflict. With that said, I have read all of the Communications; I donÓt have any
further comments. I am looking forward to the starting points. If you are recommending that we
proceed going from the Southern end north on both sides, IÓm agreeable with that.

CHR. SIRACUSA: Thank you. And we did know in advance that you had a conflict and that
you would be late, so there is no need to apologize. Does any body else have anything to
contribute to the discussion on geographical starting points? If not, then I think what is in order
would be a motion to adjourn.

MR. MELROSE: No, there is a motion on the floor for your Communication that needs to be
accepted. We have had our discussion.

35
