Even in criminal court, Mr. deSilva, <br />when a witness testifies to certain areas, cross - examination is <br />limited to those areas also. <br />Petitioner: Yes, if the person is a witness, Mr. Chairman, but not the accused. <br />For instance, if a man is accused of a crime, he decides to take the <br />stand in his defense, such as Police Commissioner Mr. Manago is, <br />you cannot answer only certain questions. Either you give up the <br />right or not. South <br />Kona District was having some major problems and he wanted me <br />to hear and come to one of their community watch meetings... so <br />told him if we're having problems, I'm willing to attend some of his <br />meetings . And they were having some major <br />problems with amount of... the time between the reporting of it and <br />the response time. But this means that the South Kona District <br />spans from Manuka Park all the way to the Kanaha <br />above the Keauhou lookout. And there's only two patrol officers <br />patrolling that huge district at any given time. Members of the <br />community had to wait in excess of one hour sometimes from the <br />time that they phoned in a complaint or because the two officers <br />might have been down in Milolii taking care of a domestic and <br />23 <br />
