Number one, a memo <br />to all departments, boards, and commissions from Lincoln Ashida dated <br />December 28, 2005, re attorney - secretary assignments at the official— Office of <br />the Corporation Counsel —and b, Communication No. 2005 -84, the High Road <br />publication of the Hawaii State Ethics Commission. <br />KI: I move that we accept and file both communications, 05 -83 and 05 -84. <br />WJ: Second. <br />KK: Moved and seconded, to be filed, the communications. Under New <br />Business, we have several petitions to consider, and at this time we may want to <br />change the order of the New Business- <br />PKO: You can take Lincoln, the one for Mr. Onizuka, first. <br />KK: Again, my hearing is not too good. <br />PKO: Yeah, the first one is not related like the rest of them are, so. <br />KK: Under New Business, Item a, Petition No. 2006 -01, Lincoln Ashida seeks an <br />opinion concerning the appointment of Kona resident Claude Onizuka to the <br />Hawaii County Liquor Commission. Lincoln? <br />ASHIDA: Good morning, Vice Chair Kawahara, members of the Hawaii County Board of <br />Ethics. My name is Lincoln Ashida. I'm the Corporation Counsel for the County <br />of Hawaii. Good morning. This morning I represent— excuse me, the Hawaii <br />County Department of Liquor Control is represented by the Honorable Jan Pakele, <br />who's present also in this chamber this morning. They are our client. We <br />brought this matter before the Board of Ethics in an abundance of caution. What <br />had happened was, when we were in the process of filling various positions on <br />Hawaii County— various boards and commissions in our County, Mr. Onizuka's <br />application came before the Department of Liquor Control for the purposes of <br />appointing him to the Liquor Commission.
