One of the things we cannot have at the capitol, the <br />grounds of where we operate and make laws, is anything of campaign material, <br />and I just looked at it the other day and it had my name and Helene's name on it, <br />and we both had to review those things with the Ethics Commission. We cannot, <br />and I have to say this, I did say it to Emily that we cannot —when we just open up <br />our office, do not bring anything of campaign material on the premises. These are <br />things that I know. And let's say the laws says we can, why are we working on <br />campaign materials anyway on County time? <br />Sharpless: So, let me clarify. <br />Hale: Thank you. <br />Sharpless: This was, you identified —or you allege —is campaign material. You found it in <br />the office. Are you also alleging that it was being worked on in the office? <br />Hale: Yes. <br />Sharpless: Okay. <br />Chair: I have more questions. You also allege that Councilwoman Nae`ole solicited <br />campaign donations from her office. Could you explain that? <br />Hale: Okay, we need to just clarify that. Let's shape the language on that, this is <br />campaign. What had happened, and I think I looked at the affidavits of both <br />Lucille Chung, who I think is the Director and President of Malama Hawaii Nei, <br />and I looked at the affidavit of Kawika Mattos, also known as David Mattos, from <br />the Boys and Girls Club, `cause he is the local director here. I am familiar with <br />both of them. I was really stunned to read their statement, because it was not <br />directed at them. This is a situation of discretionary funds and the County of <br />Hawaii grant. We —Emily is the chair of the Human Services Committee and <br />also in our district, in each district, I should clarify that, we have discretionary <br />funds that can we can use in our district— <br />Chair: — Excuse me a second. It wasn't <br />about the organization, it's the way we skirt things in our office. We were told by <br />Mr. Lincoln Ashida back in January of this year, and I made that part of the exhibit <br />list, we were warned not once but twice not to accept lunch of any sort from <br />anyone that we are doing business with here in the County. With knowing that, we <br />have —you know Emily campaigns a lot, there is nothing wrong with that, what is <br />skirting that is we are giving, for instance, Malama Hawaii Nei. I like Mrs. <br />Chung. I don't know her not to like her. I walked in the office. I was called, and <br />Emily wanted to give her discretionary funds of $5,000.
