L UM: Both of us were lucky enough to come on the Board when all we were doing was <br />reviewing financial forms -- <br />MALANKA: What did I get myself into here? <br />NICHOLSON: Right in the middle of things. <br />CHAIR: And I think this in general has been a very exciting year. <br />L UM.• It's been a very exciting year. <br />ASHIDA: I think you're doing a great job, because you're being proactive. And so many <br />ethics boards are just reactive, which you shouldn't be. You folks are very proactive <br />CHAIR: And allow me to commend Tricia as well, for your decision and for your <br />participation on this Board. <br />LUW: It's not always easy, is it? <br />MALANKA: I was just going to come to Hilo, sit for half an hour, and go shopping. <br />LUM: Sometimes get a free lunch. <br />CHAIR: Okay, let's take a look at Unfinished Business, letter b. <br />b. Report on status of Ethics Guide for Hawaii County Officers and Employees <br />booklet. <br />The Chair pointed out that both Mayor Kim and Council Chair Hoffmann have signed off <br />their approval of the booklet and asked whether the presses were rolling. <br />Mr. Ashida explained that he needed input from the Board. Approximately 2,300 copies <br />of the booklet need to be made. The County's Machine Room, which comes under the Council, <br />does large -scale copying, but they are busy and have other responsibilities. It may be more <br />effective if the Council Chair were to ask the Machine Room to make the copies. <br />Mr. Ashida asked whether it was the Board's desire to actually give a physical copy to <br />each employee. He said the booklet could also be posted on the County's website and its <br />intranet, which is for employees only. If it were posted on the internet and intranet, the Board <br />could send a memo to all departments, asking them to inform all employees that the booklet is <br />now available on line. If someone desires a hard copy, they could contact the Board, who would <br />provide it. Departments and employees should be informed that the Board put the booklet <br />together for their benefit, and that they are expected to know what it says and comply with it. <br />Mr. Dill said the Board had earlier wanted employees to sign off their receipt of the <br />booklet, so that if something comes up they cannot claim to not know about it. <br />16 <br />
