In other words, there is no legal mechanism in <br /> existence that would provide for this specific dilemma. <br /> Assuming this unlikely event occurs, it is our considered recommendation <br /> that a petition be filed with the Third Circuit Court, asking the Court to act as <br /> special administrator for the filling of the vacancies. The Court may develop a <br /> process that provides for the filling of the positions pursuant to its general <br /> jurisdictional powers. <br /> We thank you for raising this very stimulating issue with our office, and <br /> utilizing our services.
