We recommend that DEM monitor fund balances to ensure that funds are <br />PENDING <br />p.39 <br />available to pay contractor invoices. <br />14. We recommend that DEM implement processes and procedures to permit <br />PENDING <br />p.39 <br />ongoing and accurate measurement of incoming tonnages. <br />15. We recommend that DEM implement necessary changes to obtain accurate <br />PENDING <br />p.39 <br />estimates of volume to be processed for inclusion in procurement documents. <br />16. We recommend that DEM implement standardized project accounting utilizing the <br />p.40 <br />County's FRESH financial accounting system to better monitor fund balances and <br />PENDING <br />to create reports for dissemination to proper personnel on a regular and timely <br />basis. <br />17. We recommend that DEM explore the possibility of exercising its right to assess <br />PENDING <br />pp. 40 <br />fines and penalties against contractors to enforce compliance with contractual <br />terms and conditions. <br />Viii <br />
