RECOMMENDATIONS - GENERAL FINDINGS <br />TABLE OF RECOMMENDATIONS BY GRANT PROGRAMS <br />RECOMMENDATIONS — GENERAL FINDINGS <br />STATUS <br />REPORT <br />REFERENCE <br />1. We recommend that the Mayor and County Council, in consultation with DEM, <br />revise and adhere to the Updated ISWMP as the long -term plan for addressing <br />PENDING <br />pp. 1 - 2 <br />the County's solid waste streams. <br />2. We recommend a detailed "working plan" be developed to drive and guide <br />PENDING <br />pp. 2 - 5 <br />implementation of the Updated ISWMP. <br />3. We recommend that DEM evaluate areas of possible risk and exposure and <br />develop and implement written policies and procedures to reduce said risk and <br />PENDING <br />pp. 5 - 11 <br />exposure. <br />4. We recommend that DEM consult with the Finance Department and the <br />Corporation Counsel to develop written policies and procedures relating to <br />PENDING <br />pp.11 - 12 <br />procurement and contracting. <br />5. We recommend that the County Council adopt an ordinance to clearly establish <br />the County's authority to audit any entity with which it contracts, regardless of <br />PENDING <br />p. 12 <br />whether the procurement is subject to or exempt from State and County <br />procurement code provisions. <br />6. We recommend that DEM evaluate and implement processes and procedures to <br />IN <br />provide departmental capabilities for regular and continuous measurement of the <br />PROGRESS <br />pp. 12 -13 <br />volume of various waste types entering and being diverted from the County's solid <br />waste system. <br />7. We recommend that DEM include accurate descriptions and measurements of the <br />IN <br />volumes of specific waste types to be processed under each procurement and <br />PROGRESS <br />pp.13 - 14 <br />contract document, as well as specific requirements for diversion, recycling, <br />and /or reuse of waste types under each procurement and contract document. <br />
