RECOMMENDATIONS - DIVERSION GRANT PROGRAM <br />RECOMMENDATIONS — DIVERSION GRANT PROGRAM <br />STATUS <br />REPORT <br />REFERENCE <br />1. We recommend that the County obtain a legal opinion regarding the award of <br />grants and grant contracts by County agencies and the applicability of HRS <br />IMPLEMENTED <br />p.15 <br />§103D- 102(b)(2)(A), Hawai'i County Code chapter 2, article 25, and other <br />statutory, code, and charter provisions. <br />2. We recommend that the County review the issues of "conflict of interest" and <br />"related party transactions" adopting any necessary revisions to the County <br />PENDING <br />pp. 15 -16 <br />Code in order to reduce the risk of abuse and /or fraud or perception of <br />impropriety by the public. <br />3. We recommend that DEM establish a standardized policy pertaining to program <br />IN <br />pp.16 - 17 <br />file documentation. <br />PROGRESS <br />4. We recommend that DEM ensure the timely procurement of its contracts so that <br />IN <br />p. 17 <br />a valid contract is issued prior to commencement of work. <br />PROGRESS <br />5. We recommend that DEM review all contracts to ensure the accuracy and <br />IMPLEMENTED <br />p. 17 <br />completeness of each contract. <br />6. We recommend that the County and DEM consider whether a dedicated <br />IN <br />p. 18 <br />personnel position is warranted to be tasked with the responsibility for <br />PROGRESS <br />procurement and contract management, implementation of industry best <br />practices, and monitoring of compliance with regulatory requirements. <br />7. We recommend that DEM review current contracted operations to identify areas <br />IN <br />of control deficiencies that increase the risk of contractor abuse and /or fraud, <br />PROGRESS <br />p. 18 -19 <br />and implement corrective measures to ensure accuracy of claims and fiscally <br />responsible use of grant monies. <br />
