Chapter 3: HIGHWAY MAINTENANCE AND TRAFFIC DIVISIONS <br />The Highway Maintenance Division is divided into six operational <br />districts — South Hilo, North Hilo /Hamakua, North /South Kohala, <br />North /South Kona, Ka'G, and Puna — with a baseyard in each <br />district. Currently, five District Overseers — in South Hilo, North <br />Hilo /Hamakua, North /South Kohala, North /South Kona, and a <br />combined Puna /Ka'G district — report directly to the Highway <br />Maintenance Division Chief. <br />In FY 2008 -2009, the Division budgeted program expenditures of <br />$11,165,669, including operations, equipment, and salaries and <br />wages for 164 permanent and 36 temporary positions. [See, <br />Appendix B, Highway Maintenance Division - 2009 Organization Charts <br />(Proposed)] <br />[Source: County of Hawaii, FY2008 -2009 Proposed Operating Budget, Part 1, <br />Volume fl, Highway Fund, Highway Maintenance Division, pp. 343 -346.] <br />Traffic Division Hawaii County Code section 2 -41(2) provides: <br />"...The traffic division determines the location, <br />installs, maintains, and repairs all traffic control <br />facilities and devices and street lighting systems; <br />is responsible for all traffic engineering in the <br />County; maintains a traffic education program; <br />and is responsible for the installation, <br />maintenance, and repair of on- and off - street <br />parking meters." <br />The Traffic Division's FY2008 -2009 budget proposal included the <br />following program description: <br />"...The Division installs, maintains, and repairs <br />traffic control facilities and devices and street <br />lighting systems in compliance with Chapter 24 of <br />the Hawaii County Code.
