Chapter 3: HIGHWAY MAINTENANCE AND TRAFFIC DIVISIONS <br />Streetlights <br />• Operating and maintaining County, State Highway, and DHHL <br />streetlights. <br />• Operating and maintaining bridge and parking lot lights. <br />• Completing streetlight maintenance work orders. <br />• Processing joint pole applications with HELCO /Verizon. <br />• Investigating requests for new streetlights. <br />Traffic Signals <br />• Operating and maintaining County, State Highway, and DHHL <br />traffic signal systems. <br />• Operating and maintaining flashing beacon light systems on <br />County highways. <br />• Operating and maintaining embedded flashing lights. <br />• Receiving and resolving traffic signal trouble calls. <br />Traffic Signs and Markings <br />• Issuing work orders for new traffic control devices. <br />• Fabricating traffic signs. <br />• Installing traffic signs and sign supports. <br />• Painting pavement markings. <br />• Installing raised pavement markers. <br />• Completing work orders, trouble calls, police reports, and sign <br />deficiency reports. <br />[Source: County of Hawaii, FY2007 -2008 Annual Report, Department of <br />Public Works, pp. 177 -193.] <br />The Traffic Division is currently divided into four operational <br />sections — Traffic Signals and Streetlights, Traffic Signs and <br />Markings, Traffic Safety, and Support Staff — that report to the <br />Traffic Division Deputy Chief (Civil Engineer V) and the Traffic <br />Division Chief. The Traffic Division maintains two baseyards, one in <br />Hilo serving East Hawaii (South Hilo, North Hilo /Hamakua, Puna, <br />and Ka'u) and one in Kona serving West Hawaii (North /South Kona <br />and North /South Kohala). <br />In FY 2008 -2009, the Traffic Division budgeted total program <br />expenditures of $6,595,867, including operations, equipment, and <br />salaries and wages for 42 positions.
