HAWAII POLICE COMMISSION <br />REGULAR SESSION MINUTES <br />JUNE 30, 2011 <br />PUNA CONFERENCE ROOM <br />HAWAII COUNTY BUILDING <br />CALL TO ORDER <br />Chair Mende called the meeting to order at 10:15 a.m. <br />ROLL CALL <br />Present: Donn S. Mende, Chair <br />Leroy Victorine, Vice Chair <br />Michelle L. Kualii, Commissioner <br />Kenneth T. Ono, Commissioner <br />Michael B. Sumja, Commissioner <br />Excused: Paul W. Horner, Commissioner <br />Carol R. Ignacio, Commissioner <br />T. Ka`ili Pe`a- Ferrari, Commissioner <br />Also Present: Josie Pelayo, Secretary <br />APPROVAL OF AGENDA <br />Vice Chair Victorine moved to approve the agenda. Commissioner Ono seconded, and <br />it carried unanimously. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS — None. <br />UNFINISHED BUSINESS <br />Review and Discussion of the Need for Current and New Committees <br />Commissioner Ono stated that at every meeting, there are no reports from the standing <br />committees. They all have a five -year term. He would like to look into a multi -year plan <br />in terms of programs, services, capital, etc. The Commission could help out with the <br />County Council and getting a community prospective. He is looking at multi -year <br />planning, not just day -to -day. The Chief needs to involves the commission in dealing <br />with the public. The Chief or a representative from the Police Department should be at <br />all Police Commission meetings. <br />Vice Chair Victorine stated that it is important that the Chief show confidence in the <br />commission. He wasn't sure about forming new committees. <br />Commissioner Sumja stated that they could learn a lot from the commander's meetings, <br />and suggested that they all attend the meetings. <br />
