Chapter 2: DEPARTMENT OF PARKS AND RECREATION <br /> CHAPTER 2 <br /> DEPARTMENT OF PARKS AND RECREATION <br /> ADMINISTRATION <br /> PARKS MAINTENANCE DIVISION <br /> RECREATION DIVISION <br /> Hawaii County Code section 2-53 establishes the powers and authority of the Department of <br /> Parks and Recreation as follows: <br /> The department of parks and recreation shall be responsible for all <br /> public parks, recreational facilities and playgrounds in the County, <br /> owned by the County or in its possession or control, together with <br /> all equipment, supplies, and paraphernalia used in connection <br /> with them. The department shall care for the recreational needs in <br /> the County and provide such organized and supervised games <br /> and recreation as may be conducive to the mental, physical and <br /> moral development of the people of the County. Wherever and <br /> whenever feasible, the department shall use public school <br /> property and buildings by agreement with the State department of <br /> education to the extent that such property and buildings may be <br /> adaptable and available for use in County recreational programs <br /> and purposes. <br /> This limited scope performance audit examines the Parks and Recreation Administration, Parks <br /> Maintenance Division, and Recreation Division in the performance of their duties within their <br /> respective scopes of authority in achieving the goals for facilities, fiscal responsibility, and safety <br /> set forth in the Department of Parks and Recreation 2004-2009 Strategic Plan. <br /> The following Department mission statement and Division program descriptions are contained in <br /> the County's FY2011-2012 Proposed Operating Budget: <br /> Mission Statement: To provide a wide array of services for the public with <br /> excellence, integrity and aloha. <br /> Administration: The Parks & Recreation Administration provides organizational <br /> support services to all the divisions/sections and bands to achieve the development and <br /> implementation of the department's mission. <br /> Parks Maintenance Division: The Parks Maintenance Division maintains <br /> neighborhood parks, beach parks, playgrounds, ball fields, and other recreational <br /> facilities; undertakes construction, repairs and renovation projects for buildings, <br /> equipment and grounds; operates a plant nursery to support landscaping and <br /> beautification projects; operates a storeroom for departmental maintenance supplies. <br /> Recreation Division: The Recreation Division plans, conducts, arranges or promotes <br /> organized recreation, athletics, crafts and other leisure time activities for all age groups <br /> at recreation centers and facilities throughout the County of Hawaii. <br /> 5 <br />
