because of such rapid growth in private sector housing sales and lack of <br />production. 0 <br />The County of Hawaii will utilize its entire HOME and a portion of the CDBG <br />Program funds towards the following housing activities. In addition, these federal <br />funds will leverage other government and/or private resources. <br />The County selected these HUD goals to provide a continuum of housing options <br />from rent assistance to homeownership for those earning 0% to <80% of the <br />median, income. <br />HUD GOAL: Promote decent, affordable housing. <br />From 2010 to 2014, the County plans to provide 100 extremely low and low <br />income families with rent assistance, complete the construction of 100 new rental <br />housing units for low and moderate income elderly renters, and rehabilitate 50 <br />homes owned by low and moderate income families. <br />• Provide tenant -based rental assistance to an additional 100 low and <br />moderate income families <br />• Construct 100 affordable rental units for the elderly <br />• Rehabilitate 50 homes owned by low- /moderate-income homeowners. <br />HUD GOAL: Increase homeownership opportunities. <br />From 2010 to 2014, the County plans to complete the following activities which <br />will enable low and moderate in families in Hawai'i County to become • <br />homeowners. <br />• Provide 20 homebuyer education workshops and counseling session to <br />improve the purchasing ability in the far -sale housing market <br />• Provide down - payment and closing cost assistance to 5 low- and <br />moderate income households <br />• Construct 60 new affordable for sale homes for families earning less than <br />80% of the median income. <br />HUD GOAL. Embrace high standards of ethics, management and <br />accountability. <br />From 2010 to 2014, the County will conduct the fallowing activities to improve <br />the general performance of the program: <br />• Provide effective program administration of these federal funds to ensure <br />compliance and future funds to Hawaii County <br />• Conduct a housing study to measure progress and needs of the housing <br />market. <br />II. Priorities <br />As stated in the executive summary, the County's CP Priorities will be used to allocate <br />CDBG and HOME funds in accordance with project eligibility requirements and program <br />rules. (Higher points will be awarded to project proposals that address high priority <br />activities in accordance with the County's Request for Project Proposal System.) <br />2010 -14 CP Final Is <br />
