The County's CP priorities will also be used to determine if projects applying for other <br />HUD funds (SuperNOFA) are consistent with the County's CP. (High and Medium <br />Priorities will be considered as consistent with the County's CP.) <br />The following are the County's CP Priorities: <br />Hi2_l1! Priorities <br />• Housin - Housing for households earning less than 80% of median income (i.e. <br />rental, homeownership, special needs, homeless and activities which will produce <br />new housing (i.e, water, roadways, environmental activities, planning, etc.)] <br />• Public Health and Safety -Activities that protect the health and safety of the <br />residents in Hawaii County. (I.e. fire, police, environmental management, etc.) <br />• Federal Mandates - Activities to meet legal obligations or federal mandates. (i.e. <br />ADA) <br />• Public Facilities - Child care, youth, and/or senior centers; facilities for the <br />disabled; homeless facilities; health facilities; neighborhood facilities; and/or <br />parks & recreation facilities. <br />Medium Priorities <br />• Infrastructure (other than housing related) - Water /sewer /street improvements; <br />solid waste disposal; and/or flood drainage improvements <br />• Public Services - Senior, disabled, youth, childcare, transportation, substance <br />abuse, employment, health, lead hazards, crime, etc. <br />• Economic Development - Activities which create jobs for low and moderated <br />income persons. <br />Low Priorities <br />• Public facilities - Parking facilities and non - residential historic preservation <br />• Infrastructure — Sidewalks <br />A. Priorities Needs Housing Chart: <br />Chart 1 a in Appendix B is a HUD - required document that contains the County's <br />201 0 -2014 housing priorities for the use of the HOME and/or CDBG Program <br />funds. These housing priorities were established based upon the County's CP <br />Priorities which identifies all housing as high priority. <br />The data for the Unmet Need column is from a Housing/Supply Demand Model <br />formulated as pant of the Hawaii Housing Policy Study, 2006 (conducted by <br />SMS Research & Marketing, Inc.). <br />2010 -14 CP Fival 16 <br />
