Chapter 19:Mitigation Strategy <br /> 19.5 Discussion on Past Implementation Actions <br /> The 2005 hazard mitigation plan had a high proportion of implementation actions that were <br /> actually emergency response rather than hazard mitigation. <br /> Hazard Mitigation excludes emergency response actions after disaster has occurred: <br /> • Hazard Mitigation is action taken before a disaster to reduce or eliminate long-term risk <br /> to people and their property from hazards and their effects. <br /> • Emergency Operational Plans (EOP) exist with the objective to heighten preparedness <br /> and establish plans and responsibilities for responding to and recovering from the <br /> occurrence of a natural disaster. Thus, emergency response system improvements belong <br /> in the EOP accounting of resource and needs,rather than in a hazard mitigation plan. <br /> Thus, with the priorities for hazard mitigation updated, it was recognized that many of the 2005 <br /> plan actions were not actually hazard mitigation at all; it was decided that the 2010 Hazard <br /> Mitigation Plan should be exactly that, and rather than be forced to continue past <br /> misunderstandings because of"precedent,' should utilize more clarity of purpose and formulate <br /> implementation actions based on their current merits. This aligns better with the fact that the <br /> entire hazard mitigation plan has been re-written as discussed in Chapter 1 Appendix A. "To <br /> accommodate greater detail in hazard and risk assessment, as well as to more clearly identify <br /> hazard mitigation activities and their specific impacts, the Hawaii County Multi-Hazard <br /> Mitigation Plan has been substantially reorganized...
