�ATION PLAN REVIEW CROSSWALK <br /> 4.Documentation of the Planning Process <br /> Requirement§201.6(b): In order to develop a more comprehensive approach to reducing the effects of natural disasters,the planning process shall include: <br /> (1) An opportunity for the public to comment on the plan during the drafting stage and prior to plan approval; <br /> (2) An opportunity for neighboring communities,local and regional agencies involved in hazard mitigation activities,and agencies that have the authority to <br /> regulate development,as well as businesses,academia and other private and non-profit interests to be involved in the planning process;and <br /> (3) Review and incorporation,if appropriate,of existing plans,studies,reports,and technical information. <br /> Requirement§201.6(c)(1): [The plan shall document]the planning process used to develop the plan,including how it was prepared,who was involved in the <br /> process,and how the public was involved. <br /> Location in the SCORE <br /> C. Does the new or updated plan indicate who was Chapter 2, Element satisfied in Chapter 2 <br /> involved in the current planning process? (For section 2.1.1 <br /> example,who led the development at the staff level and <br /> were there any external contributors such as <br /> contractors?Who participated on the plan committee, <br /> provided information,reviewed drafts,etc.? <br /> D. (Was the public provided an opportunity Section 2.1.2 <br /> to comment an the plan during the drafting stage and There is a lot of discussion about various public venues;however, <br /> prior to the plan approval?) the only substantial documentation I could find is a Survey.The <br /> narrative and/or the Survey do not show figures as to how many <br /> people responded to the survey.As far as I could tell by looking at <br /> the graphical sampling of the results is that one question received <br /> the most responses and the total who answered that question was <br /> 1,111 respondents.That is LESS than 1%of the island's residents <br /> (175,784). <br /> There is a good analysis of the survey;response may be low <br /> based on the population,however,the data collected yields <br /> useable information for Mitigation Actions. <br /> Recommend Revision: X <br /> • P.2-3 states there is a draft available for review on the <br /> State website.The link is broken;upload the approved <br /> plan on the State website. <br /> • Hawaii County Resident Survey:Could use more <br /> information on the number of people who filled out the <br /> surveys.The number of respondents varies widely with <br /> each question. <br /> E.
