Therefore the action satisfies relevant goals,policies,and courses of action for historic <br /> sites in Hawaii County. <br /> NATURAL BEAUTY <br /> 7.2 GOALS <br /> (a)Protect,preserve and enhance the quality of areas endowed with natural beauty,including <br /> the quality of coastal scenic resources. <br /> (b)Protect scenic vistas and view planes from becoming obstructed. <br /> (c)Maximize opportunities for present and future generations to appreciate and enjoy natural <br /> and scenic beauty. <br /> 7.3 POLICIES <br /> (a) Increase public pedestrian access opportunities to scenic places and vistas. <br /> (d)Access easement to public or private lands that have natural or scenic value shall be <br /> provided or acquired for the public. <br /> (i)Do not allow incompatible construction in areas of natural beauty. <br /> 7A STANDARDS <br /> The following standards provide guidelines for designating sites and vistas of extraordinary <br /> natural beauty that shall be protected. <br /> (a)Distinctive and identifiable landforms distinguished as landmarks, e.g. Mauna Kea, <br /> Waipi`o Valley. <br /> Discussion: County acquisition of the Rice Property would prevent its development in a manner <br /> that is inconsistent with the natural beauty of the area, would provide an opportunity for present <br /> and future generations to have access to this resource, and would allow future development of <br /> the site to be done in such a way as to protect the natural beauty of Waipi`o Valley. Therefore <br /> the action is consistent with relevant goals,policies, and courses of action of the Natural Beauty <br /> section of the Hawaii County General Plan. <br /> NATURAL RESOURCES <br /> 8.2 GOALS <br /> (a)Protect and conserve the natural resources from undue exploitation, encroachment and <br /> damage. <br /> (b)Provide opportunities for recreational,economic,and educational needs without <br /> despoiling or endangering natural resources. <br /> (c)Protect and promote the prudent use of Hawaii's unique,fragile, and significant <br /> environmental and natural resources. <br /> (c)Protect and effectively manage Hawaii's open space,watersheds,shoreline, and natural <br /> areas. <br /> 8.3 POLICIES <br /> (b)Encourage a program of collection and dissemination of basic data concerning natural <br /> resources. <br /> 17 <br /> Environmental Assessment, Hawai`i County Purchase of Rice Property at Waipi`o Lookout <br />
