(h)Encourage public and private agencies to manage the natural resources in a manner that <br /> avoids or minimizes adverse effects on the environment and depletion of energy and - - <br /> natural resources to the fullest extent. <br /> (i)Encourage an overall conservation ethic in the use of Hawaii's resources by protecting, <br /> preserving, and conserving the critical and significant natural resources of the County of <br /> Hawaii. <br /> (u)Ensure that activities authorized or funded by the County do not damage important <br /> natural resources. <br /> Discussion: Although specific plans for the Rice Property will be the subject of a forthcoming <br /> Environmental Assessment that would occur after development of a plan for the property,the <br /> plans will likely include an educational facility for the purpose,in part,of protecting the <br /> important natural and cultural resource of Waipi`o Valley, consistent with the goals, standards <br /> and policies of the Natural Resources chapter of the Hawai`i County General Plan. <br /> RECREATION <br /> 12.2 GOALS <br /> (a)Provide a wide variety of recreational opportunities for the residents and visitors of the <br /> County. <br /> (b)Maintain the natural beauty of recreation areas. <br /> (c)Provide a diversity of environments for active and passive pursuits. <br /> 12.3 POLICIES <br /> (a) Strive to equitably allocate facility-based parks among the districts relative to population, <br /> with public input to determine the locations and types of facilities. <br /> (c)Recreational facilities shall reflect the natural,historic, and cultural character of the area. <br /> (d)The use of land adjoining recreation areas shall be compatible with community values, <br /> physical resources,and recreation potential. <br /> (g)Facilities for compatible multiple uses shall be provided. <br /> (h)Provide facilities and a broad recreational program for all age groups,with special <br /> considerations for the handicapped,the elderly, and young children. <br /> (i) Coordinate recreational programs and facilities with governmental and private agencies <br /> and organizations. Innovative ideas for improving recreational facilities and opportunities <br /> shall be considered. <br /> 0)Develop local citizen leadership and participation in recreation planning,maintenance, <br /> and programming. <br /> (s) Consider alternative sources of funding for recreational facilities. <br /> 12.4 STANDARDS <br /> (f)Parks for General Use: <br /> • Centered around a major natural asset, such as a sandy beach, a prime forest,or a volcanic <br /> feature and includes historic sites whenever feasible. <br /> •Designed to accommodate users from throughout the County. <br /> 18 <br /> Environmental Assessment, Hawai`i County Purchase of Rice Property at Waipi`o Lookout <br />
