IÓm not sure if we are going to plan for that number, then we have to figure out a way to do that <br />in a more educated way, rather than trying to ÐguesstimateÑ that. I donÓt know what the <br />recommendation is, but that would be my thought. <br /> <br />MR. UDOVIC <br />: I can check with Research and Development and with the Planning Department <br />to see; and with Building, perhaps, to see if they have any ideas of what is going on. ThatÓs all I <br />can do right now. <br /> <br />MR. KAHUI: Thank you, Mike. I think that would be advantageous as we go through this <br />process of looking at how we measure growth against drawing these lines. <br />MR. UDOVIC <br />: IÓll try all three departments tomorrow to have them start to <br />can. <br /> <br />MR. MELROSE: One of the challenges to that is on the West side you are see <br />proposed developments that require new capital and new investments, which is the economy to <br />grow. On the East side, you have got 80,000 lots that were cut up in the Ò50Ós anytime for <br />building permit, they can come to home. So the difference on th <br /> <br />CHR. SIRACUSA <br />: And in Puna, very often without the permits. <br /> <br />MR. MELROSE <br />: Yes, right. But they will come to density without that type of permitting. So <br />IÓm not sure we are going to come up with a mathematical thing; I like the challenge of thinking <br />about that. Ultimately we are going to have to come up with a feel that gives us a sense that we <br />have accommodated it to the extent that we can. All this goes back to the question of variance, <br />and IÓm just kind of taking the sense that variance is part of our challenge and we are not aiming <br />to be the most accurate. That is not the point, over the ten year period. <br /> <br />MR. KAHUI: Trust me, I donÓt want to have to reduce the numbers of members in my district as <br />a voting block for us as to create more numbers for other distrion a fair playing field, I <br />think that is what we are looking for. <br />MR. MELROSE: But, reducing it is--- <br />MR. KAHUI: Reducing it to ensure we are making up for growth to some extent. <br /> <br />MR. MELROSE: Right, thatÓs what we should do. <br />CHR. SIRACUSA: I think we have all decided that Plan 8 leaves a lot to be desired. So, letÓs <br />move on to look at Plan 9. Can we get rid of the labels so we can see what is happening here? <br /> <br />MR. MELROSE: This one takes another crack at splitting Waimea along the highway, rather <br />than East/West. It splits it North/South. The same is true with Puna in this one. It splits Puna <br />North/South, not Upper and Lower. <br />MR. KAHAWAIOLAÒA: And IÓll get a new Councilman again.
