MR. MIDDLESWORTH: Well, did you read the scope of services? The scope of services <br />indicates that they would work with County personnel; it doesnÓt say anything about working <br />with the public. So it appears that this is aimed at providing support to your office or to us, and <br />not to the general public. <br /> <br />MS. NAKAMOTO <br />: I was under the impression that the public would have access, <br />that they could call. <br /> <br />MR. MIDDLESWORTH: That is not in their scope of service proposal. <br /> <br />CHR. SIRACUSA: It says, ÐEsri will provide up to 20 hours of consulting serv <br />County with technology transfer topics related to using the features provided with the Esri <br />Redistricting solution. Examples of topics include creating and designing district plans, editing <br />or modifying districts, reviewing plans, and sharing and publishing plans.Ñ <br /> <br />MR. MIDDLESWORTH <br />: Go down to where it says, ÐCounty responsibility.Ñ <br /> <br />CHR. SIRACUSA: ÐThe County responsibilities are to communicate consulting needs and <br />priorities to the Esri consultant, and to provide appropriate County staff to work with the Esri <br />consultant.Ñ <br /> <br />MS. UGALDE <br />: It seems to me you wouldnÓt want the general public using up our 20 hours; it <br />would have to run through County otherwise they could say, ÐHow do I turn on my computer,Ñ <br />and they would have to answer. <br /> <br />CHR. SIRACUSA <br />: Then, how does the general public get help? <br />MS. UGALDE: It has to go through County to make sure the questions being asked of the <br />consultant are relevant. <br /> <br />t <br />CHR. SIRACUSA: Then, the question is, is 20 hours enough? ThatÓs another one we have go <br />to look at. <br /> <br />MS. POINDEXTER: It also says it can be extended; so 20 hours and then it says it can be <br />extended. <br /> <br />CHR. SIRACUSA: Patricia, do you have a recommendation? <br />MS. NAKAMOTO: The only thing that I would say is that IÓve gone through Redistricting <br />twice; when it was called Reapportionment, in 1991 and also in 2001, and we did not need a <br />contract for this type of service. <br /> <br />MR. MELROSE: Then maybe, when he wrote his proposal he was writing it as i <br />trying to help you guys; thinking that was the target. What I hear from you is that you donÓt <br />see that as an important thing at this moment for your staff. I think the question the <br />Commission should be asking is, ÐHow will the public, when we set the date and people <br />15 <br /> <br />
