COMM. 24: RESPONSE TO REQUEST FROM COMMISSIONER MELROSE <br />Memo from County Clerk Jamae K. K. Kawauchi, and Elections Program Administrator <br />Patricia Nakamoto, dated July 18, 2011, responding to a request made by Commissioner <br />Jeffrey Melrose for copies of historical Council district boundaries from 1970 through <br />2001; and transmitting maps depicting historical judicial districts and Council districts. <br /> <br />CHR. SIRACUSA <br />: Do I have a motion to close file? <br /> <br />Ms. Poindexter moved to close file on COMM. 24 <br />Regarding Commissioner MelroseÓs request for <br />Council district maps. Seconded by Mr. Middlesworth. <br /> <br />CHR. SIRACUSA <br />: Is there any discussion? <br /> <br />MR. MELROSE: Let me just add a little bit of background to this. It just struck me that <br />as we look at creating new boundaries we ought to have in our mind whatever traditions <br />or background there was in the old districts. Not thatthey necessarily bind us, but they <br />do start to tell us certain things. So, I wanted those things in front of us. I have learned a <br />couple of things in this process. One is that until the 1991, the 1990 census, we were <br />elected at-large; Council members were elected at-large, so there wasnÓt this exercise. <br />Prior to that time, everybody had to live---They had to have a residency within a judicial <br />district. Then in 1991, there must have been a change in the Charter that made us single <br />member districts. So we have had two exercises after that, and those two districts <br />generally prescribe District 1 to the Hmkua Coast, District 2 and 3 to the Hilo area, <br />th <br />Districts 3, 4, and 5---District 4 into kind of a mix, Puna into the 6 <br /> District. So, I just <br />want for us to all kind of look at that and look at the drift as population has grown and <br />keep that in mind when we think about moving forward. IÓm not sure how important <br />numbering is relative to that, but I just thought it would be a useful tool for us all to have <br />in our heads when we take the next step. That was the reason fo <br /> <br />MR. MIDDLESWORTH: Maybe we should change to letters this year. <br />CHR. SIRACUSA: Okay, and we do have those maps posted up on the wall. <br />Commissioners have smaller versions, eight and a half by eleven inch versions in our <br />packet. How are these maps available to the public? Would someone please announce <br />that so that members of the public who are listening will know where to find these same <br />maps. <br />MR. UDOVIC: I understand that the staff has prepared a CD for each of the <br />Commissioners and perhaps they can post that on the web site as well. <br /> <br />CHR.
