I would like to ask whoever in the County knows the answer; <br />is there some mechanism by which the members of the public could ask those questions and <br />then submit them in a written form and have either the ClerkÓs office or Elections respond? <br /> <br />MR. OSHIRO <br />: The time for the public to testify is now. During your meeting, it is the <br />CommissionÓs time. So, if any one of the Commissioners wants to ask questions, they can. <br /> <br />CHR. SIRACUSA: Yes, I understand that the Commissioners can ask questions; I am <br />considering Mr. BidlemanÓs question. Is there a mechanism by which the members of the <br />public who are planning to create their own plans can ask questions? If not at the meeting, then <br />is there another way, through another route? <br /> <br />MR. OSHIRO <br />: The public cannot ask questions, only the Commissioners. So if the <br />Commissioner wants to call up a testifier during the meeting they can as a so called witness, but <br />that is purely up to the Commissioners. <br /> <br /> <br />RECESS(Videoconference connection lost) <br />: At 1:50 p.m. Chair called for a short recess. <br /> <br />RECONVENE <br />: The meeting was reconvened at 2:10 p.m. <br /> CHR. SIRACUSA <br />: I was in the process of asking, based on a concern raised by the public, how <br />they could ask questions. So I would like to know if members of the public could submit their <br />questions to one of the members and have that member ask the question on their behalf. Would <br />that be allowed? Or do we have to do a motion? <br /> <br />MR. OSHIRO: This is out of the ordinary. If they have a question why donÓt you just slip it to <br />me and IÓll slip it to Mr. Carvalho. We just want to make it as fast as possible to get though our <br />meeting without people interrupting us. <br /> <br />CHR. SIRACUSA: Thank you. Mr. Bidleman, I hope you were listening. <br /> <br />MR. MELROSE: Just before the lights went out, there was a suggestion that perhaps if <br />somebody had a question we could recognize somebody and have them come forward. <br />MR. OSHIRO: That is true. <br /> <br />MR. MELROSE: So we can do that as well. I just want to say that I think public questions are <br />instructive for us as well as for themselves. So getting the me with quick is not the <br />goal; getting the right information is the goal. So if somebody has a question, try to hold them <br />together in a cluster instead of every little one.
