The Hawaii County Redistricting <br />Commission has three adjusted bases to choose from. Extraction A is the most certain, <br />Extractions B and C are less certain as described below. <br />Extraction A: <br />Students with full address located to specific blocks. <br />793 students identified as non-permanent residents. <br />We were able to identify specific census blocks for 793 students identified by UH/HCC <br />as non-permanent residents by geocoding their full address also provided by UH/HCC. <br />We extracted these students from the PL 94-171 counts provided by the U.S. Census <br />Bureau to create an adjusted population base for Hawaii County. <br />185,079 PL 94-171 population <br /> -793 non-permanent resident students located by census block <br />--------- <br />184,286 adjusted population base A <br />Extraction B: <br />All of Extraction A, plus military residing on-base located by census block. <br />793 non-permanent resident students located by census block, 3 military living on-base <br />located by census block. <br />We were able to identify a specific census block for three military living on-base located <br />by census block. While we know their specific location, we do not know their actual <br />status as far permanent or non-permanent.
